Sampling Advice Needed (JKBeats)

Hey Guys! I have a question that has been plaguing me for a few months now - how do I sample? :P

May seem like a simple question, but what I really mean is, what software do you guys use to cut? Is it possible to remove vocals or certain instruments from a certain piece of music that you wish to sample? and how do you remove a drum track to insert your own (if possible)?

Any answers are HIGHLY appreciated
